The court has published, for purposes of obtaining comment from members of the bar and the public, Proposed Local Rule 87 - Representation of Indigent Litigants. This Rule alters the court's format for managing it's panel of volunteer lawyers and creates an "Obligatory Panel" of recruited counsel. The court has created a webpage (http://www.insd.uscourts.gov/proposed-LR-87) that includes a letter to the Bar from Chief Judge Richard L. Young; Frequently Asked Questions; and other relevant information.
Comments from the Bar and the Public are encouraged. Those commenting are strongly encouraged to review the entire Notice, including the Drafter's Notes, and the Frequently Asked Questions, prior to submission. Comments will only be accepted in writing (via email or by letter) and must be received by June 12, 2016.
The attached proposed revised pattern Section 1983 civil jury instructions for the Seventh Circuit are offered for public comment through April 29, 2016, by the Seventh Circuit Pattern Jury Instruction Committee and Section 1983 Jury Instruction Subcommittee.
