INDIANAPOLIS, Indiana (October 1, 2020): During the month of October, the United States Courts of Appeals along with the United States District Courts for the Seventh and Eighth Circuits are hosting a Bill of Rights contest and we want YOU to be a part of it! School aged children (K-12) in Arkansas, Illinois, Indiana, Iowa, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, and Wisconsin are invited to submit an essay, poem, video, photograph, song, or piece of art on the importance of the Bill of Rights. Be as creative as you like! Full details can be found in the Press Release. Contest submission guidelines can be found on the Court's website.

The second of three virtual CLE events organized by the Court Historical Society of the United States District Court for the Southern District of Indiana and sponsored by the Court will take place on October 9, 2020 at 3 PM. After enjoying the September panel presentation on administering justice in a pandemic, the Historical Society will its shift focus to the struggle for woman suffrage in Indiana. The Local Rules Advisory Committee for the Southern District of Indiana has recommended, and the District Court has authorized release for a period of public comment through October 20, 2020, the revision of certain Local Rules of the United States District Court for the Southern District of Indiana.  Please see attached Public Notice for details.

The Judicial Conference of the United States yesterday authorized the appointment of a full-time United States Magistrate Judge for the Southern District of Indiana, effective April 1, 2021. From the Southern District of Indiana's efforts to administer justice during a pandemic, to reflections on Hoosier women's role in the quest for female suffrage, to a violent election fraud case that rocked Terre Haute 115 years ago, the 13th Annual Court History and Continuing Legal Education Symposium promises to be one of the most interesting yet!

Due to the continued effects of the COVID-19 pandemic, the Symposium will take place in a virtual format this fall. Three separate one-hour virtual sessions will be held in September, October, and November. The CLE programs have been organized by the Historical Society of the U.S. District Court for the Southern District of Indiana and are sponsored by the Court. Chief Judge Jane E. Magnus-Stinson will preside over a naturalization ceremony at 10:00 am on Thursday, July 23, marking the first such ceremony the court has held since the onset of the novel coronavirus pandemic in March. 86 new citizens, hailing from 29 different countries, will take the Oath of Citizenship as part of a short ceremony outside the Indiana War Memorial in downtown Indianapolis. Due to the pandemic, only new citizens, court staff, and staff from the U.S. Citizenship and Immigration Services will be in attendance. New citizens and staff will adhere to social distancing requirements and wear face coverings in order to comply with local health mandates.

New citizens will be able to view a video of welcoming remarks and important information on the rights and responsibilities of Americans. Russell Hollis, Deputy Clerk of the Marion County Clerk's Office, provides information on how new citizens can register to vote. Senator Todd Young, Congressman Andre Carson, Congresswoman Susan Brooks, and Governor Eric Holcomb send their best wishes and congratulations to the new citizens, and Jimmie McMillian, president-elect of the Indianapolis Bar Association, also provides information on how new citizens can access legal services. The video can be viewed on the court's YouTube channel.

Check out PACER’s newly redesigned, informational and resource website, https://pacer.uscourts.gov.
The website provides information about how the public can access federal court records electronically and have easy access to PACER and PACER-related applications. New features include:

• Mobile friendly design;
• New tool to search for court-specific information;
• Interactive format to search frequently asked questions;
• Search engine has been optimized to improve content findability;
• JSON and XML feeds of court-specific information; and
• New accessibility tools.

In addition, two PACER applications—Manage My Account and Registration—have new designs to create an improved user experience.

The United States District Court for the Southern District of Indiana will sponsor a virtual training session for attorneys on modest means/pro bono representation of victims of domestic violence in Indiana. Following a meeting and with the majority vote of the Facility Security Committees for the Birch Bayh Federal Building and United States Courthouse, the Lee H. Hamilton Federal Building and United States Courthouse, the Winfield K. Denton Federal Building and United States Courthouse, and the Terre Haute Federal Courthouse, Chief Judge Jane E. Magnus-Stinson today issued a General Order that requires entrants and occupants of said courthouses to wear face coverings. Please read the Press Release linked below for more details.
